Inclusionary zoning has emerged in recent years in Toronto as a potential policy tool to help improve housing affordability. Its attractiveness to many proponents is its ability to leverage high growth housing markets and use the private sector to build affordable housing. This research report examines the effectiveness of inclusionary zoning as a policy tool to produce more affordable housing in Toronto.
